Bump Backend and Documents pins for Generative UI prod deploy

Why: Ship the surface-action nil-card fix and usage-guide deploy note
into the Dev combination for the local prod instance.
Evidence: Backend #173 @ c7b30d2; Documents #81; make test/build pending
Impact: Prod redeploy can pick up B/C action stability and boundary docs.
