Record the blocked C4 attempt and the I2 increment

Why: A second evidence run found port 18991 still held by the in-flight drill and exited before creating an instance.
Evidence: make evidence exit 2, receipt on the task card (SELF).
Impact: Nothing was created. The in-flight drill was stopped so the corrected probe can run.
