Why: runner cannot reach the server at checkout (Failed to connect 127.0.0.1:3000) - infrastructure-wide, affecting adjacent runs too.

Evidence: jobs 2555/2580/2581 checkout failures; adjacent heads 1370ef24/178a052e failing identically.

Impact: empty commit.
