Preserve two-trees planning and verified template guard

Why: The approved 44-template scope and implementation decisions need a durable parent record and a mechanical source check. Evidence: W0 focused tests, current Documents pin, full make test and make build passed locally; prior port-conflict failures remain in the task card. Impact: Records stage decisions, W0 code evidence, and the Documents gitlink without claiming stage-six acceptance or component delivery. Refs: feature/rdm-two-trees-latest-templates
