Why: The authoritative main advanced with facts and task-governance changes before the written design review.

Evidence: make task-sync SELF receipt /tmp/fast-slow-u3-r05-design-review-sync.json; the post-sync make test completed exit 0 and its full evidence output is in the task card.

Impact: Preserve the unchanged Documents 0d473fe design pin while recording the new Dev base and the need for exact-head CI. No product code or paid model call changed.
