Why: The local make test && make build run must be kept even though it failed.
Evidence: SELF receipt shows one governance failure (test_close_self_child_keeps_initiative_target_from_archive) that also reproduces on the main checkout; exact-HEAD CI test, test-pg and svc-realcombo passed for e790fed.
