Bump Backend to the PostgreSQL role policy and HITL test fixes

Why: Dev composite test-pg failed on the role_permissions upsert from
Backend#240 and a racy HITL test; Backend#246 fixes both.

Evidence: Backend#246 CI GATE on 8cd4dd0; PostgreSQL verified by this
PR's test-pg job.

Impact: modules/backend 7bcbbdb.
