Fill the ext-9 task card with surface and acceptance scope

Why: EXT-9 is accepted (Documents #49) as the other step-4 hard prerequisite; the publish/revoke surface and the upload pre-index switch must be scoped before implementation.
Evidence: Knowledge store shapes verified (owner column, DeleteKnowledgeByRef, vectors-by-ref cleanup precedent).
Impact: Task card only.
