Record fixed-candidate governance checks and merge authority

Why: preserve the tested policy object and separate local checks from pending review and CI.

Evidence: SELF command receipts in the task card; 212 governance cases with one existing PG-only skip and 12 verified links.

Impact: task metadata only; policy and component content are unchanged.
