Why: The authorized r0.2 trial had an unsupported stage inference, while replay exposed two separate diagnostic-control defects.

Evidence: Exact paid-run files and tool-imported receipts, independent REPLAY, and Backend RED-to-GREEN/full-suite checks.

Impact: U3 quality remains FAIL; the new Backend code has no paid-model acceptance and all PRs stay draft.
