Why: cursor attempt 1 (run_id 58bf349c…) = failed-unknown (work done, terminal record invalid), attempt 2 (run_id f88af22e…) = scope-expansion (legitimate: allowed_paths too narrow; needs projects_api/project_resource_authz/settings_duties/runtime.go and pins/ materialization). Evidence: receipts /tmp/iam-link-u2-run.json (run_id 58bf349c + f88af22e); U2 child card .task/feature-iam-role-permission-linked-capabilities-u2-single-role-authority.md. Impact: U2 in blocked state per AGENT-EXECUTION.md explicit fail-stop; no transport produced; U3-U6 remain blocked on U2. Refs: plan revision 3 U2; PR #628.
