Record U3 r0.3 approval and resolved sync evidence

Why: The user approved zero-paid implementation after the written plan review, and the first main sync required component conflict resolution.

Evidence: Tool-imported first-sync failure and resolved-sync SELF receipts; Backend full Go and Frontend test/build results are recorded as local checks.

Impact: Pin Documents approval status and preserve the exact merge/sync trail; paid A01 remains unauthorized.
