Record the C5 restore start failure

Why: pg_ctl could not start the restored server, so the drill exited before a verdict.
Evidence: make evidence exit 1, results tests/ops/results/backup-20261012-150713 (SELF). The log says the Unix socket path is too long.
Impact: Cleanup removed the instance. The rerun uses a short socket path.
