Record the CI gate that blocked the compose merge

Why: the current heads are not green, so the merge chain stops before any repository is merged.
Evidence: SELF query of the open pull requests and their current-head Actions runs.
Impact: task card only. This commit stays local so the open Dev pull request head does not move.
