Why: Backend U1 implementation succeeded (cursor-agent attempt 1 = terminal_status success, transport refs/agent-exec/dd2fa5d8…/4fd52114d316 → afb65c5).

Evidence: U1 child card .task/feature-iam-role-permission-linked-capabilities-u1-capability-association.md; agent-exec run receipt /tmp/iam-link-u1-run.json; host verification receipt /tmp/iam-link-u1-verify-20261019.json.

Impact: L1 child registry reflects U1 done in Backend; Dev gitlink bump + Backend→main merge + independent Review remain for subsequent sessions.
