Record approved U3 stage and synchronized mainline

Why: Preserve the user-approved stage-6 conclusion at the reviewed Dev SHA and distinguish it from the newly synchronized U7-containing candidate.

Evidence: Readiness precheck and task-resume passed after Backend/Dev main merges; Backend vet/full Go/live-tag checks and Dev strict pins passed. Failed precheck/sync receipts remain attached. New exact-head combination/CI are still required.

Impact: Task record only; no paid model authorization, merge or deployment.
