Record the lifecycle gate green after the schema reset

Why: the lifecycle gate failure was a stale identity row in the reused w12pg database (correctly refused on instance_id mismatch); resetting the public schema turned the suite green, closing the W12 lifecycle item.
Evidence: receipt w12-lifecycle-green.json — 40 tests OK (skipped 1), exit 0, login/rdm.ping stay NOT_RUN per the U7/U5 dependency.
Impact: Task card only.
