Record governance evidence for svc RDM UI gate

Why: Capture make test-governance on clean HEAD after companion/UI
gates and stub orphan fix (SELF evidence for the task card).
Evidence: CMD="make test-governance" make evidence → 200 ok, 1 skipped.
Impact: Task card evidence table updated; no runtime behavior change.
