EnsureProject takes a deterministic host ID, creates or verifies the same owner/name, and protects global host-name admission transactionally; rename checks the same name namespace. A trusted callback error implementing `StatusCode() int` maps to its 400/403/404/409/503 status. Unregistered providers preserve existing base behavior.
