Plan U6 slice 1 (KTD6/R5), continuation toward completion.

  • backend PR #147: Listener rewritten with per-conversation cursors - batch intermediate events no longer skipped (64-batch test), 1200+ events page through EventsAfter, connection drops actually reconnect (backoff, LISTEN, known-stream resume) and recover the outage window, and a periodic rescue ticker delivers events whose NOTIFY was lost (probe-verified: cursor advances and the event lands even with no notification).
  • backend PR #148: internal core pin aligned with Dev modules/core (7a98a7e7, core PR #26) to unblock test-pins.

Evidence (SELF via evidence tool in the task card): make test, make test-backend-pg against isolated real PostgreSQL 18.6 + Redis (pgbus suite twice green), make build - all exit 0. CI GATE first run on this PR.
