Why: closes the three B10 sub-items flagged in review - MCP servers config injection, Subagent factory bridging runmgr.SpawnSubagent, explicit Tools/Skills/BashPermission on the four builtin roles, and the three Python recipes migrated to /skills SKILL.md.

Evidence: Backend PR #36 (go vet + go test 21 pkgs ok); Dev make test all green (core + backend 21 + frontend 42 + ui 68 + agent-command); task card filled.

Impact: modules/backend gitlink bump + task card.
