Why: Documents #44 merged the Q2/Q3 plans; the Dev documents pin
follows and the Q2 card opens with its requirement rows (Q3 gets its
own task after Q2 closes).
Evidence: R1-R4 map to the plan's Q2-WP1..WP4 with verified gap citations.
Impact: documentation pin + task card.
