Why: The user ruled 2026-10-11 to evaluate the landed U1-U5 capability through real use before deciding U6 - the four-step plan reaches its user-controlled boundary: steps 1-3 (controlled trial, read-only loop, interactive loop) are merged and closed; step 4 (workspace) waits on the owner benefit verdict that the plan itself requires.

Evidence: Task card carries precheck/task-sync/make test receipts (make evidence, SELF; one flaky runmgr recovery test failed once and passed on rerun, noted); CI ci/test on PR HEAD is the authoritative gate. Documents PR #72 carries the master-record gate note.
