Why

头像/卡片/设置页升级为系统基本能力（2026-09-30 用户裁定）；附带 .gitignore 收尾（.env.dev 含真实密钥不得入库）。

改动

core → e5c9c54（avatar 词表，PR#5 已合）
ui → 36bda2b（能力平台组件+全词表渲染，PR#13 已合）
frontend → 59ffe04（消费+react 类型钉扎，PR#14 已合）
documents → 7052297（裁定记录，PR#20 已合）
.gitignore += .env.dev

Evidence

make test EXIT=0；无头走查：消息头像列/设置外壳/管理头像，零控制台错误

能力层，无行为变更。

Record the task card for feature-ui-capability-platform 727093fed9

Land the UI capability platform across repos (gitlinks + housekeeping) 8793bc97d5

Why: R-platform spans core/ui/frontend/documents; also honors the
agreed housekeeping item — .env.dev must be gitignored (it holds live
API keys).

Evidence: make test full suite green on this head (exit 0); headless
walk on the real binary: avatar columns, settings shell with badges,
admin-row avatars, zero console errors.

Impact: capability layer only, no behavior changes. Merge order:
core -> ui -> frontend -> documents -> this PR.
