Why: Deliver the regulations knowledge base plan (docs/superpowers/plans/2026-10-18-regulations-knowledge-base-plan.md) U1–U9 across component repositories and pin the composition in Dev.
Evidence: Task card .task/archive/feature-regulations-kb.md (same document as this description): component main CI (GATE) for KB #1–#6, Backend #212, Documents #113, RDM #434/#437/#438/#439, Frontend #109/#110; SELF make test and make test-regulations-kb on 0f6310a; Dev CI on the final head.
Impact: U1 corpus inventory and U7 citation contract specs; gitlinks backend 56a7f9f, documents 5bb4877, frontend 50ec836, ui 5c2b103; new opt-in gate make test-regulations-kb (not part of make test). Live search/MinerU/embedding calls NOT_RUN pending owner approval; deployment, release and business/legal acceptance are separate later gates.
