CI 连续两次（attempt 1/2）确定性失败于同一处：
facts-verify的 F2 探测对 https://gitea.naitangbaobao.cn/api/v1/user 返回 FAIL（F9 同样 FAIL）。本机同 HOME token 对新地址探测为 200。判断：不是瞬时抖动——runner 侧读取的
