Propose layered cross-session reading with on-demand peer tools

Why: parallel conversations in one project cannot see each other's transcripts, which already caused duplicate delivery of the same requirement (records/2026-09-30-lesson-parallel-session-duplication.md); artifacts/knowledge are already project-shared, so transcripts are the only missing channel. Evidence: permission formula and gate matrix designed fail-closed (project switch default off; per-conversation outbound/inbound flags default open/shared); tool design lands the "conversation history search" builtin planned in skeleton design 4.8. Impact: documents only; implementation follows in core/backend/frontend under Dev task feature/cross-session-reading. +## 门禁链路（fail-closed，防绕过）
+
+`ToolExecCtx` 扩展 `PeerConversations()` / `PeerConversationMessages(id, limit)` 两方法，由 runmgr 的 toolCtx 实现，**方法内逐条执行判定公式**：项目开关取自 runCtx 缓存的 EffectiveSettings → `GetConversation(owner, id)` 先做租户校验 → 同项目 → 目标非 private → 才调 `ListMessages`（该方法无 owner 过滤，属内部信任层，必须由上层校验兜住）。任一条件不满足即拒绝，不降级放行。
