Registers the EXT-20 shared regulations and web evidence extension point proposal (U9 public contract of the regulations knowledge base plan).

Implementation: Agent-System-Backend PR #212 (merged as 56a7f9f).

Initiative: Agent-System-Dev feature/regulations-kb (PR #614).
