推进状态行补记 WP3-I3 管理区入口交付（扩展面 2.9.0 通用声明机制；Backend #165 / Frontend #63+#64 / RDM #240 / Dev #414）与 WP3-I4 编译插件清单合并（Dev #404）。仅改一行进展，不改方案正文。

Record the admin-zone partition delivery in the two-trees plan progress 0b314e2029 
Why: policy requires updating applicable plan progress on task
completion; WP3-I3 landed the admin-zone entrance via the generic
declaration mechanism.
Evidence: Dev PR #414 and live verification comment (R5, SELF).
Impact: progress line of 2026-10-11-rdm-two-trees-trace-audit-integration.md only.
