Why: the composition-wide message normalization rewrote ten repos; the governed-migration rule requires bundle backups, archive refs, SHA maps, and a recovery record in the process repo. Evidence: per-repo commit counts and empty tree diffs captured during execution; remote mains verified against local after force-push. Impact: record-only; documents no product code.
