Why: Dev main pins Frontend 9df5517 (feature/super-admin, via Dev #627), but that branch was never merged into Frontend main. Dev #512 pins the Frontend main line and lost the super-admin changes, failing test-pg.

Evidence: Tree equals the clean merge tree of origin/main and 9df5517; feature/super-admin history kept via merge -s ours; applied by agent-exec transport.

Impact: Brings the already-accepted super-admin changes into Frontend main; no new behavior beyond what Dev main already runs.

Fix unused exports in accountAuthority for knip guard 23877af960
Merge Frontend main into feature/super-admin 9df5517e9c 
Why: Synchronize Frontend main (IAM U3 account UI #86) into the super-admin branch and resolve conflict in api.ts, AccountUsersPanel.tsx and adminSections.tsx as unions.

Evidence: npm test passed (49 files, 574 tests), check-knip passed.

Impact: AccountUsersPanel supports both super-admin identity/elevation and U3 initialization/credential states.
