weichen 9d7681cec4 Keep generated evidence helpers module-local

Why: The Core mirror must satisfy the Frontend unused-export guard without changing the candidate shape.

Evidence: Dev make contracts regenerated the file; Frontend knip 51 <= 52 and build passed.

Impact: Type-only export visibility change.
