weichen f2b5532b7b Add the IAM U4 browser acceptance slice and admin draft guards

Why: stage 7 (DR6-DR10) requires repeatable browser evidence; the reviewed flows lacked a disable confirmation, role-scoped draft lifetime with an explicit leave decision, and status announcements.

Evidence: 16/16 deterministic Playwright scenarios pass on an isolated preview (route-driven, no live services); 283 unit tests and build/knip stay green; live-layer cases ride the same file under IAM_E2E_LIVE.

Impact: RolePermissionsPanel keeps per-roleId drafts, guards zone leave/refresh, adds a disable confirm strip (name + binding count + impact + cancel) and restores save focus; AdminZone consults the leave guard; AccountUsersPanel notice becomes role=status; new e2e/iam-role-authority.playwright.ts.

Agent-System-Frontend

对话系统前端：React 19 + Vite + TypeScript 三栏工作台（项目会话 / 流式对话 / 计划与工件面板），含 HITL 卡片、sub-agent 追踪弹窗与 schema 驱动渲染；渲染协议由 agent-system-core 定义。

契约与架构见 Agent-System-Documents 设计方案与架构文档；开发规范见 development-guidelines（Dev 仓 development/guidelines）。本仓为 Agent-System 多仓组合的组成部分。
