+权威计划在同一 UoW 写入 outbox；投影只应用状态事实；消息/SSE 丢失时 GET PlanView 仍能恢复。不改 dispatcher claim/lease/retry 语义。

+- 最小 payload + golden；伪造 producer 拒绝
+- projection consumer 幂等、只前进 revision；跨用户不可见
+- ctxmgr 只经 CardProjector 端口（接口在 intentflow，实现可 no-op）
+- 复用 Track E LiveConsumers
