fix(ci): green governance PG on isolated TEST_DATABASE_URL

Browse Source 
Add duty holders as project members, drop sync notification assert
after outbox cutover, and add an explicit CI governance PG step.

# CI 治理 PG 集成 / BUG-08 测试报告
## 一、 测试背景 (Background)
gap-matrix BUG-08（测试库隔离）与发布门禁「TEST_DATABASE_URL 下治理 PG 集成」仍为开放项。CI 虽已注入 `TEST_DATABASE_URL`，但治理 PG 用例因成员校验与同步通知断言漂移而无法作为门禁签字。
## 二、 测试目标 (Test Objectives)
- 隔离库上 `TestWorkflowGovernance_PG_*` / `TestE2E_WorkflowGovernance*` 全绿
- CI 增加显式 governance PG 步骤（非 `-short`）
- BUG-08 → PASS；发布门禁第一框 ☑
## 三、 测试方案与环境 (Test Plan & Environment)
- OS: Linux；Go 1.23+/1.27.1 CI
- 隔离库：`postgres://app:***@127.0.0.1:5434/agent_gov_ci`（拒绝 `agent_system_dev/test/main`）
- 层级：PG 集成（无 stub PI）
## 四、 预期结果 (Expected Results)
- 三权负责人先写入 `project_members` 后再 SavePlan
- Activate → Approve → Advance / CompleteAndReplan 成功
- 通知列表 200（不强制同步 `stage_ready_to_advance`；事件已切 outbox）
