## 目标
对冻结 local_dev tip 做全面深测（重点智能体小队真实 PI 链路），全绿后晋升 test、部署、验收，再 push 并恢复 test 库基线。
## 授权
用户会话授权：dev 全面测试 → 合入 test → push origin/dev+test+tag；test 验收后 pg_restore 回 S1。
