Relative DATA_DIR from .env resolves under go test package cwd
(internal/server/data/dev) and diverges from the pi-agent bind mount,
leaving agents without template.md/blackboard.json.

weichen 25fc2d92e8 fix(artifactvault): derive staging/artifact UUIDs from idempotency key 
Payload-sha-only UUIDs collided under artifact_payload_staging_pkey when
two task runs finalized identical deliverable bytes. Key already includes
source_event_id; hash it for stable unique art-/stg- ids.

weichen c51fb5e22f fix(docnotify): align E1A fixture aggregate versions with claim gap rule 
Per-doc aggregates must use version 1 (not i+1 / 99) or ClaimLeases
skips them under event_consumer_checkpoints head+1 gating.

Wire CodeGraph into agentctl init/create/sync and expose cleanup report
plus docs drift so agents can inventory stale worktrees and MATRIX

weichen 61d728f905 fix(intentflow): pass slots/summary into confirm-time Authorize 
DocGov (and other summary-keyed adapters) resolve doc_id from step slots
or safe_summary; authorizeDecision omitted both, so U11 confirm failed
closed with PLAN_ACTION_FORBIDDEN despite a bound resource version.

weichen dbae19e80d fix(intentflow): bind resource versions for U10/U11 at plan create 
Mutate/docgov live Authorize requires ExpectedResourceVersion; populate it
(and frame slots) when HandleTurn drafts confirm-class steps so confirm
no longer fails closed with PLAN_ACTION_VERSION_CONFLICT.
