weichenandCursor 11f375f53d fix(docgov): surface lease/audit persist failures and read back fencing token 
- persistLeaseLocked now returns error; AcquireLease rolls back in-memory
  lease on DB failure so memory and PG stay consistent
- appendAuditLocked uses request ctx and logs audit INSERT failures
  instead of swallowing them with context.Background()
- loadDocumentFromDBLocked now SELECTs lease_fencing_token so fencing
  survives process restart
- SaveDocumentContent/RecordDocumentViewed/RecordDocumentEdited/
  DecideModificationProposal/SetDocumentWorkDir log persist failures
  via slog.Error instead of silent _, _

Progress tracking now lives in a separate project. Drop the server,

weichenandCursor 69524205b0 fix(audit): ignore MiniMax think blocks when parsing findings 
Real highspeed responses wrap reasoning in think tags that contain
brackets, which made the JSON span extractor fail before the array.

weichenandCursor c1ea8f156c fix(server): 清除 NewSession ProjectID=1 占位以免误触发项目鉴权 
非项目会话创建时 ProjectID 归零，避免跨用户负例在 PG 上被 ERR_FORBIDDEN 误挡。
