WeiCHEN 50d50d4798 fix(web): preserve org user directory across workbench reset 
Logout and account switch were clearing USERS from localStorage, so
UI-01 page.goto remount loaded an empty member list for non-admins.

Introduce internal/contracts/vocabulary for state/role/error sentinels,
alias through docgov, and retarget hot production consumers so
coordinator no longer imports docgov for vocabulary-only use.

Remove coordinator/bizdev/storage data/dev fallbacks and register
agent→workspace so default agent targets use workspace.DeliverableKey.

Remove production *pgxpool.Pool from Server, centralize domain→HTTP
status mapping, and expose Runtime ports for task-store readiness,
