Point Nightly Real PI at runs-on: nightly (host network) so the local
act_runner can reach host PI :18865 and isolated PG :5434.

Add schedule/dispatch nightly entry that classifies infra vs product
failures, and require a valid receipt (or waiver) before promote/release.

Reactivate dev seed users after auth PG tests, use unique session tokens, fix import guard and coordinator assertions, and skip flaky E2E in short mode; add pg_restore CI drill job.
