WeiCHEN f9f09a5440 fix(ops): remove duplicate agentctl queue subparser registration 
The second queue parser shadowed handler-compatible flags (--head,
cancel --task, schedule --drain), so enqueue/cancel/schedule failed
at runtime and queue_items stayed empty. Keep the first registration
and add regression coverage for parser flags, roundtrip, and schedule.

Six-track plan (R1-R6) grounded in the 2026-09-23 four-way read-only
survey: server/chat/bizdev/workflow residual coupling, event bus ops
loop gaps (dead letters, serial dispatch, dual outbox), panic
recovery, single-host HA (replicas, PG hot standby, backup
automation), concurrency hotspots (docgov engine lock, sync long
tasks, pool tuning). Planned only; no code changes.

WeiCHEN 77028af546 fix(pi-runner): cap /v1/run response size to stop typed reject 
Truncate execution.log patches and keep members aligned with patch bodies so
verbose MiniMax-M3 runs no longer exceed the Go 8MB fail-closed limit.
Surface body-too-large vs typed-reject reasons and map contract failures to
fatal restart instead of misleading resumable TASK_INTERRUPTED.

WeiCHEN 1f37f90b4b feat(chat): show MinerU parse progress while waiting in-turn 
When summarizing the latest upload, poll parse state up to MinerU timeout,
emit document_parsing phase events so the bubble stays live and input stays
locked, then summarize or return a clear slow/failed reply.
