server config check：加载+校验+脱敏摘要，问题清单，失败退出 1
Config.Check 导出（生产密钥强度/端口/数据目录）；MaskedSummary 不输出任何凭证值
无子命令时 serve 行为不变；冒烟：通过=0、非法端口=1
分层溯源（explain）随 U10b ConfigSnapshot

至此 U10a 三切片齐：迁移内嵌 + 提示词/xlsx 内嵌 + config check。

- server config check: load + validate + masked summary; exit 1 on issues
- no side effects: creates no DB, starts nothing, writes no business dirs
- Config.Check() (production secrets, port range, data dir) exported for
  reuse; MaskedSummary never prints credential values
- default no-arg invocation unchanged (serve); help added
- smoke-verified: pass exit 0, invalid port exit 1 with issue line
- layer-source attribution (config explain) deferred to U10b ConfigSnapshot
