• 删除 herdr 启动/派发脚本、herdr_agents.py 及其测试
• PROJECT.md 移除 Herdr 章节；.doc/README.md taxonomy 移除条目
• roster/handoff 文档迁移归档（历史保留）；历史测试报告不动
• 顺带修正：误加的 modules/agent-native 内嵌 gitlink 移出并 ignore（gitlink 随实际消费引入，KTD3）

chore: remove herdr orchestration (user decision: herdr will not be used) ... 39bd5367b5

- delete herdr start/dispatch scripts, herdr_agents.py and its test
- drop Herdr section from PROJECT.md and row from .doc/README.md taxonomy
- roster and handoff docs migrated to .doc/archive (history preserved,
  not deleted); test-reports mentioning herdr kept as dated evidence

fix: drop premature embedded gitlink for modules/agent-native ... 3523f43d20

Component clones are workspace-local until U4/U7b actually consume the
contract; gitlinks enter the tree with real consumption per KTD3.
