• deploy/postgres 新增 dbassets 包内嵌全量迁移链
• RunMigrations 磁盘优先、缺失时回退内嵌（SetBaseFS 用后复位）
• 一次性隔离 PG 容器实测：不存在目录→内嵌链→version 78，门禁计数一致
• 开发态行为不变

后续 U10a：prompts/xlsx 资产内嵌、config check/explain 子命令。

feat(db): embedded goose migrations fallback (U10a first slice) ... 686dede802

- deploy/postgres (package dbassets) embeds the full goose chain;
  RunMigrations prefers the on-disk dir (dev behavior unchanged) and falls
  back to the embedded FS when the source tree is absent (single-binary
  deployments per plan U10/KTD16)
- goose SetBaseFS global state reset after use
- TestRunMigrationsEmbeddedFallback verified against a throwaway isolated
  pgvector container: nonexistent dir -> embedded chain -> version 78,
  migration gate count agrees
