# W4 U12 workflow/run-control 独立 flag 测试报告

U12 不得与 U10/U11 共用开关。W4 只做独立 flag dry-run 证据。

||
|

|

- `workflow.run` 无 revision 可 dry-run；Denied fail-closed
|
||
- 不升 PLAN_TIER
|
