Details 
Why: Agent-Intent PR #8 and its cascades (Squad #21, Native #22)
landed; backend's nested pins must carry those heads or Dev
check-pins fails.

Evidence: backend suite 30 packages ok at this combination.

Impact: Three nested gitlinks.
