Why: Browser-level U3 validation must render a real host-normalized needs_user finding, not only source records.

Evidence: The new Playwright assertion failed against the previous fixture; selected live-tag mechanism and stop-rule tests pass.

Impact: Test-only fake stream adds an unsupported membership claim with source-indexed premises; no provider call.
