Why: Review found stale-source, direct-command, native-tool, and clarification-watermark bypasses in the earlier Backend pin.

Evidence: Backend 5ccbe8f passes the full Go test and build suites after closing those paths.

Impact: The Dev combination records the fail-closed project work and W4b host contract for later exact-head replay.
