Record the load gate pause before the C4 rerun

Why: The corrected drill refused to create an instance because the 1-minute load average was 16.98.
Evidence: make evidence exit 3, receipt on the task card (SELF).
Impact: No PostgreSQL instance was created. The rerun waits until load is at or below 16.
