Retrigger CI after transient runner-to-server connect failure

Why: job 2555 failed at checkout - runner could not reach 127.0.0.1:3000 (Failed to connect); no code or test failure.

Evidence: job 2555 log tail 'Checkout refused: ... exit status 128'.

Impact: empty commit, no file change.
